Add logging to Twitter integration

This is a series of tickets which will add logging statements to our existing code.

Describe the solution you'd like
The Twitter integration module should have logging statements abound that will let us know when we have detected a Tweet, in what message, what the URL is, what we're doing with the tweet (if anything), etc.
