Also bumps patch version number - this affects the version of cargo-pgrx that can be used so may be more distruptive than a simple patch version.

What kind of change does this PR introduce?
pgrx 0.11 introduced a new API for the node type tags; they're enum members now.
this change replaces the old references with the enum refs
