Shorcut keys does not work

Describe the bug
Many shorcut keys (e.g. undo, redo) does not work

Expected behavior
Shortcut keys should performe the correct action

Desktop (please complete the following information):

• OS: macOS
• Browser Chrom
• Version latest

The reason why the shortcut keys don't work is because ReportEditor is out of focus.
If it gets focus, it will work.
The behavior is difficult to understand, so it seems like it needs to be improved.
Also, when the focus is on the text box, the shortcut keys also react (for example, Ctrl-X), so that needs to be prevented.
