Port scan flags to the serve command

Add the following flags to the serve command :

  -D, --disable stringArray   A list of scanners to skip for this scan.
      --env-file strings      Env files to parse environment variables from (looks for .env by default)
      --plugin strings        Extra scanner plugin to use for the scans
