New PyPi and Conda releases

Hi, the latest release is from Sept. 2024 and respectively contains relatively old Substrait bindings. This makes it incompatible with plans produced by the latest version of substrait-isthmus, for example. Would it be possible to create a new release? Thanks!

yup, it's probably long overdue for a new release. Just to note: a bunch of stuff I've added since the last release is mostly experimental and will most likely break in the future. That should be fine as we've yet to reach 1.0, I think.

If I'm not mistaken @gforsyth was the primary release manager before. If Gil is no longer active here, maybe someone else can volunteer (@EpsilonPrime @mbrobbel looking at you here 😄) or I can also try to help out although I'm not sure what the procedural steps are for the role.
