Change some configurations with setup script

[OpenXR] [Optionall Enabling URP upscaling decreases performance significantly because it is currently not supported by
XR. Please disable it by setting Upscaling Filter to Automatic in the Universal Render Pipeline Asset.

[XR Plug-in Management] Run In Background must be enabled or Input System Background Behavior changed to avoid head-locked rendering of the main camera when focus is lost, such as when the universal menu/system shell is opened.

[XR Interaction Toolkit] [Starter Assets] Interaction Layer 31 should be set to 'Teleport' for teleportation locomotion.
