Custom Decision Status #230

Description
Currently the states and colours of Decision Status:es are hardwired, I think. I'm proposing a feature to customise which states are recognised and what colours they should have.
Or a small step towards this would be to extend the hardwired list to include also:
Draft (I suppose grey is ok), Implemented (dark green), Deprecated (red)
Priority
Low (I have no budget and there's no rush - please add this feature for free)
