Upgrade the Kubernetes environment Function Mesh is running on

Right now Function Mesh is based on Kubernetes version v1.18, which is too old and has problems with compatibility with other cloud-native projects.

The latest stable version of Kubernetes has been upgraded to v1.25, and we can upgrade the dependency packages to the next new version based on Kubernetes, such as v1.23 or v1.24.

This will help Function Mesh keep pace with the evolution of cloud-native environments.

For stability, we can first onboard Function Mesh to k8s v1.22.* environment. The current CI workflow has an issue that needs to be solved with this PR: streamnative/charts#858
