UI: Fix collapse all functionality

What I did

Change to emitting event when triggering «Collapse all» from menu, instead of calling api which no longer works.

1. Run yarn start.
2. Expand some stories and folders.
3. Select «Collapse All» from the menu.
4. All expanded folders and stories should collapse.
