It appears that depending on the cluster you are talking to, if it is RBAC enabled, the permissions needed to run certain kubectl commands are different. The existing permissions worked with RBAC on Azure Kubernetes Service, but didn't work on minikube. This change adds additional permissions that hopefully will work across more clusters.
