Changes

Updated completium-cli version, added taquito/signer for packData and sign generation.
Added oracle public key as contract argument instead of constant
Removed external imported accounts and check all winners reward.
Generate packData inside tests to verify correctness.
Added .env file with oracle private & public keys, if needed test with your custom keys.
