Add support for Serverless Application Repository

Currently unable to deploy because there are no SAM policy templates for:

      - codepipeline:ListPipelineExecutions
      - cloudwatch:ListMetrics
      - cloudwatch:GetDashboard
      - cloudwatch:PutDashboard
      - cloudwatch:DeleteDashboards
