"Page Outline" should be scrollable

What did you do?

I visited Payment page which has many outlined items.

What did you expect to see?

PAGE OUTLINE section to be scrollable so we could see all the sub-headlines.

What did you see instead?

It isn't scrollable so it's missing two sub-headlines in PAGE OUTLINE.
