Problem

There are several flows that can lead to "Fetch more messages" in 1-1 chats, which shouldn't be available (it is useless) here.

Expected behavior

"Fetch more messages" are not shown in 1-1 chats, only in public

Actual behavior

Reproduction

Scenario 1:

1. User A: start a chat with User B
2. User A: delete chat with User B
3. User B: send several messages to User A
4. User A: open chat with User B

Scenario 2:

1. User A: go to offline
2. User A: start 1-1 chat with any user

Scenario 3:

1. User A: switch to cellular network, switch off Use mobile data
2. User A: start 1-1 chat with any user
