Empty dropdown option for collection settings when permissions are missing

Bug description

If you only have permission to edit, delete… collections entries, but without the permission to "Configure Collections", you can open an empty dropdown. You don't have access to "Configure Collection", "Edit Blueprints" and "Scaffold Views" – that's why the dropdown is empty and redundant.

How to reproduce

Open Collection and click on the three dots next to the buttons "tree view" and "list view":
