- Added py3.11 to test matrix

- Added notes about mypy shortcomings.
- Fixed publish Github Action
- Fixed setup.cfg configuration

pypy3.8 fails because of nedbat/coveragepy#1515, I'm waiting for new version of coverage with fix. |
