Add test to load all error `Code` enums, force loading of "errors.yaml", basic processing

(follow-up to #2134)

When fixing #2134 it was noticed there's no test that systemically would force loading of all error codes from errors.yaml.
But it seems there should be: that would catch latent bugs with exceptions added but not otherwise exercised.
