【Maybe Bug】 Create a route on a non-existent page.

I'm not sure if this is a bug or the design itself.
My project is vite + vue3 + unplugin-vue-router + vite-plugin-layouts
The pages is

Specify empty layout for pages in the account directory.

It generate layout for account dir
