Chainstate: Chains coordinator is too aggressive at (re-)trying to handle burnchain blocks on boot-up

The chains coordinator will call `handle_burnchain_block()` once per sortition when the node boots up, which over time will cause the node to spend hours and hours of needless I/O time re-considering each sortition.  This makes the network slow, and makes rolling out new versions of the nodes needlessly painful.
