We are missing
application/vnd.oci.image.index.v1+jsonsupport, so this PR adds it. It also cleans up the current ManifestList support.Unfortunately, this repo has no CI nor tests, so this is tested via a Scanner PR stackrox/scanner#1154 and a StackRox PR stackrox/stackrox#5641
