Prepare for minor 1.3.5 release

Bump to version SeDuMi 1.3.4 (closes #38).

sedumi.m, Version.txt: updated version number

install_sedumi.m: merged in my install script. Handles Octave compilation and versions 7.10-7.14 gracefully.

Several minor m-file updates, upgraded to v1.31

Changes:
- Updated version to 1.31 to reflect changes today
- Updated all SeDuMi files as per M-Lint suggestions, while maintaining
backwards compatibility (pre 2010a).
- Created a central binary error routine.
- Re-organised function help layout
- Updated MEX file installer for Matlab version >= 8
