Restores the format roundtrip test that was removed in commit 6af51af. The test verifies that parsing and formatting the 00007_array test case produces the original SQL.
- Add todo_format field to testMetadata in parser_test.go and next-test - Add -check-format flag to parser tests to check format todo tests - Add -format flag to next-test to find format todo tests - Set todo_format: true for all tests except 00007_array - Format check now runs for all tests without todo_format set This enables tracking format roundtrip test progress separately from parse/explain tests.
