Support Global Observation Convention Configuration

Related to https://github.com/spring-projects/spring-security/issues/12534 and https://github.com/spring-projects/spring-security/issues/15678

It would be nice to be able to publish a `@Bean` to specify what observation conventions should be used by security observations.
