Remove TODO in AnnotationUtils

I think we should remove [this TODO](https://github.com/spring-projects/spring-framework/blob/b24ac741063ed04233df32f6e3a5e57dd1755b6f/spring-core/src/main/java/org/springframework/core/annotation/AnnotationUtils.java#L173) before we go GA since we're not planning to address this in the current release.
