Migrate to new official Maven Wrapper

Maven Wrapper has been transferred from the third-party Takari project at https://github.com/takari/maven-wrapper to an official Maven project at https://maven.apache.org/wrapper/ with an official Maven plugin at https://maven.apache.org/wrapper/maven-wrapper-plugin/

It would be nice if Spring Initializr would also use this new Maven Wrapper.

Thanks for the suggestion, I meant to do this for a few days. I can see that you submitted a PR for this. Sorry but I was already working on this issue and saw it after the fact.

I had a PR, but against the old master branch, didn't catch that you had migrated to main.
