feat(rerun-quest): Allow users to rerun quests

What this PR does / why we need it:

• Adds ability to rerun quests at the task level
• Adds ability to rerun quests at quest id selected on task view

Next steps:

• We expect to remove the outer nav menu to tasks output once we can support beacon tag filter on quests page
• We want to allow users to open details if there is only 1 beacon / 1 task associated with the quest.
