Implement Wave B MP operations

Summary

• pin the v0.3.0 protocol and client-conformance artifacts for SA 2026.1.0529.7
• implement all 557 selected Wave B operations with handwritten .NET values, results, defaults, presence handling, and grouped facades
• add the documented GetActiveCollectionName wrapper that was missing from the existing client surface, completing all 1,027 supported server operations
• add full Wave B API-surface coverage plus representative default, result, and optional-list-wrapper tests
