This is OS X with an M4, running VMWare Fusion, Running latest Windows on Arm - Common enough that VMWare Fusion has a button specifically for setting it up this type of VM.

Ruby 3.4 on an M4 running windows is simply not a supported platform for Nokogiri 1.8.4.

Nokogiri 1.8.4 was released in July 2018, almost two years before the M1 was available for purchase, and seven years before Ruby 3.4 was released. That version has not been supported since Nokogiri 1.9.0 was released in December 2018, six years ago.
