Pretty self explanatory
editorconfig is just a standardized format supported by many editors and nearly every editor that doesn't natively support it has plugins for it. Just contains some information for how your editor should handle files, like encoding, line endings, etc
The one nonstandard thing is that *.rs files are matching the specified rustfmt.toml.
Maybe the nonstandardness of that can be changed later but this is not the PR for that.
