Bug: webhook `application_id` not set when a webhook is created by a bot

Describe the bug
Create a webhook with a bot. Send a message with it.
Fetch the webhook from that message. Check application_id, it's null, instead of your application ID.

Expected behavior
A webhook should have application_id set if it's made by a bot
