As of gfortran 13.0.1 master branch commit d7caf313525a46f200d7f5db1ba893f853774aee dated 20230318, gfortran passes all Smart-Pointers tests! This commit updates the documentation accordingly and removes a workaround that was required when running the test suite with previous versions of gfortran.

gfortranpasses all Smart-Pointers tests as of GCC 13.0.1 master branch commit d7caf dated 20230318, which dropped the number of test failures from six to zero! This PR updates the documentation accordingly and removes a workaround that was required when running the test suite with previous versions ofgfortran.
