update /terms URLs #7474
Description
1st. Extend /terms to /terms/index
2nd. Shorten /terms/cloud to just /terms (remove "cloud" from end of current URL, since the terms apply to both Cloud + Self Hosted deployments)
3rd add a redirect of /terms/cloud to /terms
