Issue with time-rounding Desktop app

Hi Solidtime, thank you for a great project. I am playing around with your desktop version and self-hosted.

I found this issue, with selecting from-time and to-time - the period is 59 minutes instead of whole hours.
I would expect full hour from 13:00 to 14:00 as an example. Seconds should be ignored.

I've experienced this with different time entries, I find it easy to reproduce. Let me know if you need furhter information.

Steps To Reproduce

1. Start a timer.
2. Stop a timer.
3. Set "stop time" and set "start time" - as an exampe: 13:00 - 14:00 - period should be 1 hour instead 0:59 is the result.

Feature request: the little hover-bar that comes with the desktop app - if it can be set to "show on top" - it can be placed in the Process-bar - plenty of unused space there.
