In working to move to a single resource for "managing multiple CLI wallet addresses" some cleanup is needed. This whole section need a lot more work, but just want to get it in decent shape today. |

Happy to get post-merge feedback, this PR got really big really fast, so apologies for that. I'm going to get this in tonight for some urgent docs updates. |

Problem
Our docs for handling paper and file system keypairs are a mess.
Solution
cli/conventions.mdto have a place to mention keypair and CLI conventionscli/transfer-tokens.mdto better showcase how to create more than one wallet and transfer tokens between them on devent.
