Feature Gate: Enable early verification of account modifications #26589

Description
This switches the verification of account modifications and lamport invariance check from PreAccount to BorrowedAccount. See #25899 for more details.
The prerequisite record_instruction_in_transaction_context_push (#24965) has been activated already.
