token-cli: Add priority fee support

Problem

With all the congestion on mainnet, it's tough for people to land transactions using the token-cli, since it doesn't expose the ability to add priority fees.

Proposed Solution

There are a few phases to this:

• token-client: Refactor Message creation to use the same instructions everywhere #6494
• token-client: Add compute unit price and limit fields #6493
• token-client: Use transaction simulation results for the compute unit limit #6500
• token-cli: Add priority fee args #6501
