I'm having the same issue:

MacOs Big Sur: 11.0.1
XCode: 11.4 beta
Simulator: IPhone 11 - IOS 13.4

react-native-gesture-handler 1.9.0
react-native: 0.63.2
react-native-cli: 2.0.1

I downgraded to 1.7.0 (the previous version I was using before updated it) and it built successful again.
