Create view for active LiveViews in the given browser

The goal here is to create a new view for all active liveviews within the given browser window. Current view with all active LiveViews can be reused

The idea is simple we have such route

url/transport_pid/0.123.0 were we display only one grouped section from /

We should probably adjust routing - from active LiveViews view you should be able to go to /transport_pid/0.123.0 by clicking on the transport pid

Also successor_lv_process function should redirect to this view when there is more than one LiveView associated with given transport pid (between priority 1 and 2)

It should also be somehow integrated with extension. Since DevTools is always displayed in the context of single window (transport_pid) user shouldn't be allowed to display all active LiveViews when clicking right arrow in the upper left corner. Instead we should display /transport_pid/0.123.0 view
