Import checked out to

Expected Behavior (or desired behavior if a feature request)

Currently the import can be automatically be checked out to the Full Name but I believe it is best to be checked out to Username (As this is more permanent) instead because users are allowed to change their names in profile as they wish so if we do bulk import set to Full Name, it may not find the user albeit it is there.
