dist: drop dependency on `python3-dateutil`

Fedora wants to remove python-dateutil

We have a historic left over dependency on this via the virt_tests testing framework kickstart templates, and our RPM BuildRequires.

Let's delete this ASAP - it is vestigial and no longer used in any way.
