Don't wait for instances when `ecs-cli up` fails

Related to #52 

If for some reason the `ecs-cli up` command fails, the script ignores the situation, steps over, and then hangs waiting for instances to show up. Also, when you ctrl-c for stopping the process, the cluster that has been created will not be deleted.
