- contract loader so that people don't miss adding ABI to contract store or address to contract map (important for tracing)
- do not fail estimations if congestion calculation fails (just skip the congestion-buffer part)
- express congestion buffer modifier in the same way as adjustment factors for easier understanding (10% -> 110%, so that we can multiply base value by the factor instead of multiplying and then adding to base value)
