create (and anywhere else a file path vs json is automatically detected) try to be a bit more specific about the error.

          CCIP-2313: Adding slack notification for failure notification in load…

… and chaos test (#891)

## Motivation
The recent failure in chaos test is not notified properly as there is no
slack notification setup available for CCIP load and chaos test.

## Solution
Add the slack notification to #ccip-testing channel as requested in this
ticket
[CCIP-2313](https://smartcontract-it.atlassian.net/browse/CCIP-2313) for
load, chaos and chaos with load test.

Test Soak Notifications app is added to the #ccip-testing private
channel as well. (Thanks Anirudh!)
