As a PyCharm lover, I want this project to include helpful and pertinent plugins/settings out of the box

AC

1. A .idea folder exists in the root of the project and includes helpful plugins and settings to make development easier.
2. Can also include preferred plugins or other helpful tips/tricks that are widely used in PyCharm, if not completely universal
