The SEL Phase optimizer is a watcher program that runs indefinitely keeping cavity IQ plots as vertical as possible. This is both a migration and an update: functions have been refactored to be more intuitive/less complex, and a check has been added to make sure that we are only changing the SEL phase offset on cavities that are in SELAP. Tests have been added where there weren't any before and log file creation was made more robust.
