[Radio group] sl-select event is not consistent #2478
Description
Provide a general summary of the issue here
The first time when you select and option emits an sl-change event. (there was no option initially selected),
When i change it for the first time from one option to another doesn't emit.
Then when I change it again it does emit.
🤔 Expected Behavior?
all option changes trigger a change event.
😯 Current Behavior
the first change doesn't emit a change event.

🖥️ Steps to Reproduce
add an @sl-change event to the radio-group (bot inside and outside a form) and log when it is triggered.
What browsers are you seeing the problem on? (only for bugs in code)
