Implemented in this PR:

Updated upstream aggregation pipeline stages
Cleaned up and de-lint alert_watcher_ztf.py
Updated db schema for filters
Filter API updates to manipulate the new schema
Updated e2e test for Fritz in test_ingester.py
Define route table in api.py manually for better maintainability (used to be via decorators)
