note: vector-planning-and-comments/risk-framework-critique.md does what it says on the tin, vector-planning-and-comments/programme-overview.md is Claude's initial attempt at how one might structure and resource a delivery team. Very draft, much ignore.

ok got rid of that programme overview as it's just too drafty.
