Fix bug - sum budget amnt if additional campaign level budget info registered

Resolve the error case below:

1. Register FB_PS_CPC_NPD_PETMASS-VERTI_TVC in the beginning of a month
2. Add FB_PS_CPC_NPD_PETMASS-VERTI_TVC in the middle of a month with additional budget

Then
FB_PS_CPC_NPD_PETMASS-VERTI_TVC display last budget amnt only
and no expenditure estimation
