Controlling scrolling to capture the full area?

This is tricky, I imagine, given various implementations and quirks of scrolling, but it would be very handy to support. Workarounds like fake giant browser sizes don't always solve the issue as the location of the scrolling areas can be percentage based or even fixed so no size would have the full content w/o scroll.
